Percy Chapman IV (born 13 August 1971), better known by his stage name Tragedy Khadafi and formerly Intelligent Hoodlum, is an American rapper from Queensbridge, Queens, New York. He has helped spawn other artists such as Nas, Cormega, Mobb Deep, Capone-N-Noreaga, and many others through both production and influence. His name is a reference to the former leader of Libya, Muammar Gaddafi. He began his career as a member of the Juice Crew, after he caught the attention of Marley Marl in 1985 at the age of sixteen.

After a conviction in 1987 for robbery charges, he served time in prison. It was there that he became a Five Percenter and changed his stage name to "Intelligent Hoodlum". His debut album of the same name was released in 1990, and he released his second album, Tragedy: Saga of a Hoodlum, three years later. During this period, his lyrics had a focus on black history and political commentary.

He changed his stage name to Tragedy Khadafi in 1997, and made large contributions to the album The War Report by Capone-N-Noreaga. His third album, Against All Odds, was scheduled for release in 1999, but conflict with his label stalled the release, finally being released in 2001. This was followed by Still Reportin... in 2003. In 2005, he released the album Thug Matrix independently and released an album as member of the group [Black Market Militia]]. He released a string of albums throughout the 2000s. His next album, Pre Magnum Opus, is set to be released in late 2014.
